1.0 Ad-hoc Liaison Committee
Council agreed to set-up a fast response unit team of 3 to 4 people to respond to any issues relevant to the building industries raised by the media or any relevant body. Ar Joseph Tan highlighted on a "Letter to the Editor" in the New Straits Time 20 Oct 2004, which wrote about vacant possession. Secretariat to forward the article to the Professional Practice Committee Chairman and to PAM President for their comments.

2.0 Architects Professional Indemnity Insurance CPD Seminar
There was a dialogue between the speaker for the Architects Professional Indemnity Insurance CPD Seminar with Ar Chan Seong Aun and Ar Chris Yap on 2 Oct 2004. PAM is waiting for a proposal from the speaker.

Need answers on:
1. For concrete tile roofing, is there a requirement, by practice or by bylaws, that insulation materials have to provided?
2. If such practice / bylaws exist, does it cover all classes of buildings?
3. How could the public get a copy of the roofing plans - the project has been completed 10 years ago, the developer still around and strong?

 

 

 

 

 



To answer your queries:
1. UBBL does not require insulation although it is good practice to provide.
2. No.
3. You may approach the Local Council Building Department to purchase a set of the Approval Building Plans or if you know who the Architect is, approach them to make a purchase.

They bought a house at County Valentine. The developer - Keris Properties claims that the construction of the house is completed and they are notified to collect CFO and keys.

However, when they inspected the house, it was found have some major problems as follows:
1. the staircase railing is not fixed
2. master bedroom ceiling is leaking
3. cracks appear on the wall all over the house

The final payment has been paid by the bank. The developer is still pestering them to pick up the keys.

Sender require advise on what to do.

 






Vacant Possession should be supported by a certificate from the Architect, stating that the works to the Building has been completed and then CF is applied for.

1. Based on the photos submitted, it would appear that the building works are not completed.

2. The cracks and the ceiling can be repaired during Defect Liability Period and the developer is obliged to repair them.

3. You may forward your complaint to the developer.

4. You may also challenge the validity of the Vacant Possession and seek redress from the Homebuyer's Tribunal or the Court.

5.0 CIDB CREAM Research Application Guidelines
Ar Chong Lee Siong proposed the Committee to apply for grant from CIDB CREAM Research. Ar Lim Peng Keang will review the Application Forms and Guidelines.

6.0 PAM Form of Contract
Ar Chee Soo Teng reported that the draft has been forwarded to Skrine for a legal overview. When the new form is launched, Standard Proformas would also be available together with the PAM Form of Contract. The Committee would suggest the forms to be available to be downloaded from the website. (For Council's decision).
