Ir. Dr. Quek Keng Hong graduated with a bachelor degree in civil engineering and a Master and a PhD degree in water resources from the University of NSW, Sydney, Australia. He is a consulting engineer by practice and specialises in the field of urban drainage design and hydrology. He has conducted many training workshops and seminars on MSMA since 2000. Dr. Quek has nearly 30 years of post-graduate industry experience and has published more than 30 papers in his field of specialisation. He is the developer of MSMAware- a software designed specifically for compliance with MSMA.
It is required by law to provide On-Site Detention (OSD) to control the runoff from development sites. Back in July 2012, the Department released the second edition of MSMA which superseded the earlier edition published in 2000. The first and second editions of MSMA take a different approach in the design of OSD. In the first edition, it is based on the Swinburne Method; whereas in the second edition it is based on a method known as the Approximate Swinburne Method. Feedbacks from the industry revealed that the sizes of the OSD storage (Site Storage Requirement or SSR) computed using the second edition of MSMA are much bigger than that computed using the first. This has serious implication for the industry as it will result in higher cost of construction. The seminar compares the SSR requirements based on the first and second editions of MSMA using actual case studies for a typical development site in Kuala Lumpur.
