Is it correct that DBKL has implemented one stop submission system where only 5 submissions are allowed a day and limited to Monday, Wednesday and Friday?

 

PAM will monitor whether the system is being practiced by DBKL. The Ketua Setiausaha (KSU) of Ministry of Housing and Local Government (MHLG) has advised that there should not be any quota set on the submission and DBKL should engage more staff if there are more submissions.

Based on the current check list as per guidebook issued by the MHLG, for building plans to be accepted, all the infrastructure plans, landscape plans, road names, structural plans and calculations, etc, are required to be submitted and that is not practical. Currently, building plans can be approved independent of some of the infrastructure submissions. As per the original flow chart presented by the Ministry, staggered submission are allowed and infrastructure submissions are included under a separate section that should not be tied in with the building plans submission. The checklists included in two different guidebooks are slightly different. The requirement to include a copy of the approval of “Kebenaran Perancang”, BOMBA approval etc, are inconsistent with the policy of concurrent submission.

 

KSU assured that as agreed previously, the submission flow chart should be based on the flexible system (i.e. concurrent submission or staggered submission) and the local authority should not reject the plans based on the reason that the submissions are incomplete. The time frames set are applicable for project adopting the concurrent submission. However, for staggered submission, the time frame committed on the overall approval will not apply but the time frame set for each of submission (i.e. land matter, planning, building plans and technical agencies) is still applicable.

KSU has agreed that the guidebooks need to be corrected to avoid confusion. They also have agreed to work out the necessary adjustments before publishing their second edition.

The implementation of OSC by some of the local authorities differs from the policy agreed. What can the Architect do?

 

Members are advised to forward to PAM the details of the OSC (name, time, local authority) for PAM to forward to MHLG, so that MHLG will take the necessary action to inform the local authority.
