Government Liaison Committee, December 2004
1.0 BUDGET
Ar Paul Lai Chu reported that there were 3 main budget for the Committee, which were:
1. Road show - RM 40,000 to promote PAM with Local Authority
2. CFO Issues - RM 10,000 had already been incurred.
3. Public Relation Work - The Committee would propose to engage Public Relation Consultant to publish articles in the newspaper (the Chairman said it will be under Management Committee not Government & Building Industry Liaison Committee).

2.0 SERVICE TAX
There was conflicting information regarding the service tax issue. Ar Chan Seong Aun said to invoice Client only if the Architect has confident that the Client able to pay. While, Ar Mariyah Pit said to invoice only after the Architect receive payment from Client and the deadline is up to 1 year to pay the Service Tax.

The Chairman requested Ar Mariyah Pit to provide the evidence of her information. (Secretariat to follow up with Ar Mariyah Pit)

3.0 CERTIFICATE OF FITNESS (CF ISSUE)
PAM supports the Government's proposal to substitute CFO with Certification of Completion and compliance certified by professional architect and engineer. HBA does not agree with the proposal while the ISM preferred the status quo.

4.0 NAME TAGS
Ar Paul Lai Chu proposed that the Membership Committee to look into getting name tags for PAM Representatives to Government Bodies. (Secretariat to follow-up with Membership Committee).

5.0 ALLOWANCE
Ar Mohammad Shah proposed to provide an allowance to the person that attended any meeting as PAM Representative. Ar Paul Lai Chu requested Ar Mohammad Shah, as the Honorary Treasurer to prepare a policy and present to Council and to check whether the budget can accommodate the proposal. (Secretariat to follow-up with Ar Mohammad Shah).

6.0 REPORT TO BE LODGED BACK TO PAM
The Committee members were requested to lodge a report to PAM after they attended any meeting. The Standard Report Form will be circulated to members.

7.0 TOWN PLANNERS ISSUE
Ar Mariyah Pit requested whether the Committee could arrange support letter from LAM especially on the Town Planners issue.

The Committee Chairman informed the meeting that he will have a meeting with LAM on 08 December 2004. He reported that LAM is preparing a paper to Prime Minister on the issue.

Ar Muhammad Ali suggested PAM to write to all Local Authorities exerting our right and copy to Cabinet with focus on Local Authorities in the Klang Valley and major towns in the states.

He expressed his opinion of having the practitioner's drawings endorsed by town planners as ludicrous. His view is that the planning report is actually a deceitful useless administrative device. He said even the smallest of buildings also require town planners endorsement, it is announced that the provisions of the Town Planners Act has been clarified to enable architects to also submit plans for D.O approval but it has not happened in reality.

He further said that we are the only country that experiences this requirement.

He hopes that the new Council can finally see the end of this issue.

Ar Mohammad Shah is the person in charge to champion the issue. He will identify the Local Authority and approach (at the major cities) by next meeting.

4. Self-certification by submitting persons.
5. Proposed permanent consultative committee.

c Malaysian International Furniture Fair (MIFF)

MIFF invites PAM to be as the supporting organisation where they will include PAM logo in all the promotional activities of both the competitions

Committee agree to support MIFF 2005. Secretariat to ask MIFF what PAM will get in return for the support.

Ar Paul Lai Chu informed Committee, in line with Negeri Selangor Maju 2005, they establish "2 weeks policy" whereby all action will be taken by Selangor State Government within 2 weeks.
