1.0 APEC ARCHITECT PROJECT

3rd APEC Architect Project Steering Committee Meeting. 17 - 21 February 2004 Taipei
Draft Summary of meeting prepared by APEC Archite'ct Project Secretariat is now available for comment from PAM Secretariat.

Malaysia as Participating Economy is to establish a Monitoring Committee consisting of regulating, institutional and accreditation bodies to oversee the APEC Architect Project in Malaysia, and nominate at least one representative to the Provisional Council, prior to the next and last Steering Committee Meeting In Honolulu on 22 and 23 September 2004.

The Committee shan liaise further on the above with LAM through LAM International Affairs Committee.

2.0 ASEAN

ASEAN Framework Agreement On Services (AFAS)
The Committee had highlighted urgent concerns to LAM over the draft MRA prepared and tabled by the Philippines at the March ASEAN Coordinating Committee on Services (CCS) Meeting in Vientiane, even after ad-hoc amendment.

. The Philippines document is entirely different from the original version prepared and approved by LAM earlier, and
. The Philippines document is inconsistent to the principles and recommended guidelines of the UIA Accord, especially in relation to the .Practice in Host Nation and MRA".

The Committee shall continue to monitor the development via the LAM International Affairs Committee,and recommend adopting:
. The original LAM version as an "MOU on the Protocol of Practice in Host Nation", or
. A "Letter of Intent on MRA", as recommended by the UIA Accord.

Next AFAS CCS Meeting will be held in Brunei, on 11-14 May 2004,

ASEAN Architects Council (MC)

For Council Approval: In view of the above and ithe lack of communication within the Architectural Services fraternity among ASEAN member countries, the Committee proposed for Malaysia and PAM to lead the formation of an "ASEAN Architects Council (AAC)", modeled after the Architects' Council of Europe (ACE). A summary of ACE organisation, activitIes and constitution is attached for reference.

3.0 PROFESSIONAL SERVICES DEVELOPMENT CORPORATION (PSDC)

Ar Boon Che Wee delivered a presentation on the UIA Accord in the recent PSDC Advisory Panel Meeting On 14 April 2004.
