Seminar on Building Resilient Communities (BRC) MERCY Malaysia and Pertubuhan Arkitek Malaysia
Synopsis
In line with the agenda on building community resilience, which include actions toward safer and resilient built environment, MERCY Malaysia adopted various global agendas such as the Sendai Framework for Disaster Risk Reduction (SFDRR 2015 - 2030), the Sustainable Development Goals (SDG 2015 - 2030), and the New Urban Agenda. These global agendas have been instrumental in the formulation of our disaster preparedness initiative, which is known as Building Resilient Communities (BRC).
BRC is an initiative that focuses on the systematic integration of the civil society, local governments, private sectors, health service providers, children and youth. Through this holistic mechanism, the target is to increase the integration of disaster risk reduction and management systems within the different groups of the local communities.
It is also to improve coordination system between emergency response and preparedness between the different groups while increase their participation in designing and implementing disaster risk reduction measures using BRC programs as a point of access.
As the national professional institute representing architects in Malaysia, Pertubuhan Akitek Malaysia (PAM) is seen as a very important stakeholder to help advocate and champion this agenda on building resilience.
The seminar shall focus on the sharing of knowledge, experience and best practices from practitioners from the humanitarian field with professionals from the built environment field. This seminar will help promote and enlarge knowledge, study and practice of resilience within and outside of the practice of architecture and humanitarian works. The seminar will discuss the followings:
- Disaster risk reduction (DRR) and disaster risk management (DRM)
- Breaking down global frameworks for localized resilience actions
- Frameworks and action plans on resilient cities and communities
- Focus group discussions
MERCY Malaysia
MERCY Malaysia is a non-profit organization that focuses on providing medical relief, sustainable health-related development, risk reduction activities and building resilient communities for vulnerable communities in crisis and non-crisis situations, both locally and internationally. It is a registered society under the Societies Act 1966 (Society No. 1155) in Malaysia. MERCY Malaysia began implementing its key domestic and international projects and programs through the Total Disaster Risk Management (TDRM) approach in since 2005. The TDRM approach is in line with the Sendai Framework for Disaster Risk Reduction (SFDRR).
The organization’s experience and expertise within this area has grown over the years as our projects’ scope and content have expanded, staffs’ capacity and expertise enhanced through international trainings and involvement in high-level policy making. MERCY Malaysia’s commitment to TDRM highlights the importance of discovering a clearer understanding and response to disaster management while also addressing the root causes and underlying factors that lead to disasters.
MERCY Malaysia has been an active participant in important global meetings such as the World Conference on Disaster Risk Reduction in Kobe, which led to the Hyogo Framework for Action (HFA) 2005-2015, the World Conference on Disaster Risk Reduction in Sendai, which led to the current SFDRR 2015 - 2030, participated in the Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in Delhi, attended, co-hosted a side event and spoke at the high level session at the World Humanitarian Summit in Istanbul and most recently, attended and spoke at the International City and Civil Society Organizations Summit in Istanbul.
MERCY Malaysia is currently focusing its BRC agenda within the Southeast Asia region, partnering and working together with various stakeholders of the civil societies, government agencies, private sectors and others.

Norazam Ab. Samah Norazam’s involvement in the humanitarian field is close to twenty years. Trained as an architect, Norazam is currently MERCY Malaysia’s Executive Council member. He practices as a structural consultant specializing in seismic-resistant structure and resilient hospital planning and design and is finishing a research on Resilient Hospital at the South East Asia Disaster Prevention Research Institute, Universiti Kebangsaan Malaysia. |

Hafiz Amirrol Head of Building Resilient Communities at MERCY Malaysia, Hafiz is an urban designer and also a lecturer and researcher in the field of architecture, urbanism and city planning. His area of expertise in MERCY Malaysia includes resilient city and community planning, disaster risk reduction and disaster risk management. |

Ar. Azman Zainonabidin Ar. Azman is MERCY Malaysia’s Head of Technical Advisory Team, a volunteer division of technical personnel assisting in developmental projects of MERCY Malaysia, and has also served as its Executive Council member. Ar. Azman is a senior lecturer at the Department of Architecture Universiti Teknologi MARA, Seri Iskandar, Perak and runs a private practice in Perak |
