Speakers' Biography

Ar. LOO CHEE KEONG took his final exam paper in HBP, USM, Malaysia on 28th April 1993 and had a day off on Labour Day before starting his career in ARC PARTNERSHIP on 2nd May 1993 as a GRADUATE ARCHITECT. He obtained his professional registration in 1998 and was made an Associate on the same year before being promoted as Partner in 2001. In more than 25 years he has overseen building works of over 10,000 units of various typology spanning more than 50 Building Contracts to their satisfactory completion. He is happy to note that none of these contracts ended in disputes. When he is not busy sharing his knowledge on Architecture, he is travelling and paying homage to Malaysian history via fine scale modelling works and exhibitions in the good company of his Architect wife and 4 children; interrupted only with durians and hawker food breaks.

Synopsis

The PAM 2006 Form is a STANDARD building Contract FORM that assumes application by and large to all building projects. It has been revised through the years in reaction and anticipation of the common industry practices, their pitfalls and idiosyncrasies of the contract parties, context and also the wider role of the Architect as building contract administrator, certifier, quasi arbitrator and public custodian in Malaysia. Since there can never be a one size fit all solutions, Consultants are advised to study if conditions need to be adjusted to suit the peculiarities of each and every project. This presentation highlights a few of the issues in the use of the PAM Form as the Building Contract which requires deeper thought and care; encountered in our years of practice.
